The U.S. Chamber of Commerce is marshalling its full resources to help companies continue to operate and keep paychecks flowing to American workers and families, while mobilizing the business community to combat the pandemic.

Upon a direct reading of the Coronavirus Aid, Relief, and Economic Security (CARES) Act, it seems clear that Congress recognized the importance of providing the franchising sector a path to recovery. For the Act to achieve its intended outcome and have maximum impact, IFA requests confirmation that certain franchised businesses have eligibility in the Paycheck Protection Loan program.
The Main Street New Loan Facility, which has been authorized under section 13(3) of the Federal Reserve Act, is intended to facilitate lending to small and medium-sized businesses by Eligible Lenders. Under the Facility and the Main Street Expanded Loan Facility, a Federal Reserve Bank will commit to lend to a single common special purpose vehicle on a recourse basis.

Governors, along with state agencies and legislators across the country are leading the charge against the COVID 19 pandemic. At the time of this letter, more than half of the states have closed non-essential businesses. To further protect Americans, the International Franchise Association urges states to immediately close all convention centers and large meetings for the foreseeable future.
IFA urges states to waive increases in employers’ tax rates when COVID-19 is the direct cause of a former employee filing for unemployment compensation.
In times of crises, governments must implement proactive measures to support their citizens. To ensure the highest standard of care for residents and relieve the burden on our healthcare system, IFA urges state governments to implement the recommendations to protect home health care employees.
